Report proposes dividing Great Lakes, Mississippi (AP)
TRAVERSE CITY, Mich. ? Groups representing states and cities in the Great Lakes region on Tuesday proposed spending up to $9.5 billion on a massive engineering project to separate the lakes from the Mississippi River watershed in the Chicago area, describing it as the only sure way to protect both aquatic systems from invasions by destructive species such as Asian carp.
The organizations issued a report suggesting three alternatives for severing an artificial link between the two drainage basins that was constructed more than a century ago. Scientists say it has already provided a pathway for exotic species and is the likeliest route through which menacing carp could reach the lakes, where they could destabilize food webs and threaten a valuable fishing industry.
"We simply can't afford to risk that," said Tim Eder, executive director of the Great Lakes Commission, which sponsored the study with the Great Lakes and St. Lawrence Cities Initiative. "The Great Lakes have suffered immensely because of invasive species. We have to put a stop to this."
The report's release is sure to ramp up pressure on the U.S. Army Corps of Engineers, which is conducting its own study of how to close off 18 potential pathways between the two systems, including the Chicago waterways. The corps plans to release its findings in late 2015, a timetable it says is necessary because of the job's complexity and regulatory requirements. A pending federal lawsuit by five states ? Michigan, Wisconsin, Minnesota, Ohio and Pennsylvania ? demands quicker action.
"This study shows that hydrological separation is both technically and economically feasible," said Rep. Dave Camp, a Michigan Republican.
A spokeswoman said the corps would not comment until it could review the report.
The project that linked the two drainage basins began in the 1890s when engineers reversed the flow of the Chicago River to flush sewage away from the city and into a newly built, 28-mile-long canal that created a connection between Lake Michigan and the Illinois River, a tributary of the Mississippi. It is now a network of rivers, locks and canals.
In their report, the two groups call for placing barriers at key points to cut off the flow of water between the two drainage basins by 2029.
One alternative would put barriers in five locations near Lake Michigan. Another would erect a single barrier in the ship canal before it branches off into connecting waterways. A third plan would use four barriers.
The report does not express a preference but says the four-barrier plan would cost less than the others ? between $3.26 billion and $4.27 billion. That plan, the report says, would cause less disruption of waterborne commerce and fewer problems with flood and stormwater control, all of which opponents contend would result from dividing the two systems. It also comes closest to restoring the natural divide between the watersheds, said David Ullrich, executive director of the Great Lakes and St. Lawrence Cities Initiative.
The report doesn't make a detailed proposal for covering the costs but says the four-barrier plan could be done if the average household in the Great Lakes basin paid about $1 a month through 2059.
The five-barrier and single-barrier plans' price tags could reach about $9.5 billion.
Despite the high cost, the report's sponsors said the project would save money in the long run by shielding both systems from species invasions. Zebra and quagga mussels and sea lamprey already have exacted a heavy toll on the Great Lakes economy, and the region's leaders fear the Asian carp could make things much worse.
"Yes, it's expensive. But the cost of doing nothing is greater," Ullrich said.
Asian carp escaped from Southern fish farms and sewage treatment plants decades ago and migrated up the Mississippi and its tributaries, gobbling up plankton that is essential for other nourishing other fish.
The study, commissioned by the two groups and developed by a private engineering firm, will make the idea of separation easier for people in the region to grasp, said Joel Brammeier, president of the Alliance for the Great Lakes, a Chicago-based environmental group.
"It's a natural, practical, on-the-ground map of how to get it done," Brammeier said.
Mark Biel, chairman of an Illinois business coalition called UnLock Our Jobs that opposes separating the watersheds, said the Great Lakes groups' proposals would take many years to carry out and would devastate cargo shipping and pleasure boating in the Chicago area while doing nothing to prevent species invasions elsewhere.
"Calling this a solution is ludicrous," Biel said.
But the report's authors said their plan envisions upgrades to docks and other infrastructure that, in the long run, would boost water commerce while improving water quality and flood protection. The barriers themselves would make up just 3 percent of the total cost.
The Army Corps of Engineers contends an electric barrier in the shipping canal is preventing Asian carp and other fish from swimming upstream toward Lake Michigan, although carp DNA has been found beyond the device. Eder said the barrier is a good temporary measure, but not a permanent solution.
"It's kind of like the old Clint Eastwood adage, `How lucky do you feel?'" he said. "We can take chances that the electric barrier and other measures will work, but I don't think we should."

Calif. man faces prison for foiled murder plot
LOS ANGELES (AP) ? Eugene Temkin was intent on having a hitman kidnap, torture and kill a former business partner and his family because he felt he wasn't repaid for a deal that soured nearly a decade earlier.
Temkin not only tried once, he tried again four months after FBI agents learned about the plot and warned him to stay away from Michael Hershman. In both instances Temkin, 51, unwittingly tried to hire an undercover law enforcement officer to carry out the hit.
On Monday, Temkin is scheduled to be sentenced in a Los Angeles federal courtroom after being convicted last year of three murder-for-hire-related counts with prosecutors asking for a 20-year prison sentence.
Court documents portray the fear, helplessness and frustration of Temkin's victims, who said they were terrorized and traumatized while getting little help from authorities.
For Hershman and his family, the last several years have been painful and agonizing. His 20-year-old son died from an accidental drug overdose in late 2010 and he slept with a machete because Temkin hired people to stalk and harass him, Hershman said. His college-age daughter has been placed in a psychiatric clinic in Texas where she has hallucinations and believes she's been kidnapped by Temkin and put there by him, he said.
"Every day he is thinking and plotting revenge on us, his life revolves around it," Hershman wrote in a letter to U.S. District Judge Stephen Wilson. "He will not stop. Please help us."
The men met one another when they were selling drugs in the 1980s, according to court documents. In 2001, Temkin lent Hershman $500,000 ? money from a second mortgage on an apartment building he owned ? to invest in a casino in Equatorial Guinea. When Hershman was unable to repay Temkin right away because the casino had not fared well, Temkin sued his then-business partner after losing the apartment complex in foreclosure.
The lawsuit was settled in 2006, but authorities said Temkin wanted about $5 million for unrealized profits he would have received had he sold the apartment building before the real estate market crashed.
Temkin repeatedly threatened and harassed Hershman and his family, investigators said. Pictures and other heirlooms were stolen from Hershman's storage unit. Their e-mails were hacked and his children said they were followed by strange men.
Temkin was never charged in connection with those incidents but Hershman obtained a restraining order against him in 2007, saying Temkin made gun signals to him with his hands, according to an affidavit.
Hershman said he pleaded with numerous law enforcement agencies to investigate Temkin but they did nothing.
The investigation took a turn in late 2009 when one of Temkin's friends approached Los Angeles County sheriff's detectives saying Temkin wanted to extort money from Hershman before killing him.
A series of meetings were arranged between an undercover detective posing as a hitman and Temkin, who gave varying scenarios how Hershman should be killed.
One plot involved a crew kidnapping Hershman and his family in the Dominican Republic and have the undercover officer kill them.
"Hang him from a door, throw him from a fishing boat, all works for me," Temkin said during one of the recorded conversations with the investigator.
In March 2010, FBI agents met with Temkin who told them about the dispute but denied making threats. The agents then told Temkin not to threaten, hurt or kill Hershman, according to court documents. Temkin agreed.
FBI spokeswoman Laura Eimiller says it's not uncommon for law enforcement agencies to receive cases where death threats are made.
"The government has to prove a legal intent that someone planned to go through with it," Eimiller said.
Temkin apparently wasn't dissuaded because several months later authorities learned he was still interested in killing Hershman. Another undercover officer, acting as a hit man, began meeting with Temkin, who indicated he had another hired hand to kill Hershman but would call the officer if plans fell through.
In July 2010, Temkin gave the officer the green light to kill Hershman, his wife and a business partner, authorities said.
Temkin provided the undercover officer with Hershman's passport number, photographs of the would-be victims and 30 $100 bills for the job expected to cost $30,000.
Temkin was arrested six days later at his home outside of Santa Barbara.
In arguing for a sentence no greater than six years, defense attorney Richard Callahan said Temkin called off plans to kill Hershman after the meeting with FBI agents.
"While Mr. Temkin was angry and fixated on Hershman's debt, he never took action on it for almost 10 years despite clear opportunities to do so," Callahan wrote. It wasn't until the FBI intervened that Temkin "crossed the line."
"It is submitted that without the intervention of the FBI, that 'line' would never have been crossed," he added.

KAPOLEI, Hawaii - The Pro Bowl has turned into a numbers game.
The AFC features five players who wear No. 24, including three corners, which has caused some confusion with autograph seekers and photographers leading up to Sunday's all-star game.
The quintet of 24s include New York Jets cornerback Darrelle Revis, Denver Broncos cornerback Champ Bailey, Houston Texans cornerback Johnathan Joseph, San Diego Chargers running back Ryan Mathews and Jacksonville Jaguars special teamer Montell Owens.
They all posed for photos together after Friday's practice.
So will real No. 24 please stand up?
"They're all the real No. 24s on their own team," Mathews said. "On the Chargers, I'm the real No. 24."
Mathews wore No. 21 at Fresno State, but changed to 24 when he arrived at San Diego.
"(LaDainian Tomlinson) was No. 21, so I had to change my number," he said. "I'm sure he wouldn't have minded if I wore it, though. But that's L.T.'s number. I wanted to make my own brand."
Numbers often become a part of a player's brand or identity, especially for superstars in their respective sports. Michael Jordan is 23, even though he also wore 45. Jerry Rice's No. 80 San Francisco 49ers jersey is a classic.
Besides serving as a player's brand, numbers often carry a story behind it and can represent something they've carried since childhood, the number of a player they admired or simply a special number. Or it could mean nothing at all.
"It's my first year wearing 24 and I made it to the Pro Bowl," said Joseph, who switched from 22 when he left the Cincinnati Bengals after five seasons and joined the Texans.
"I wouldn't say it's my lucky number, but it's working for me."
Bailey, on the other hand, is making his 11th Pro Bowl and has worn 24 since joining the NFL 13 years ago. He wore No. 4 at Georgia. Bailey acknowledges having so many 24s may create some confusion with fans, but not with the coaches or players.
"We all know each other and we're all going to represent the number real well," he said.
At Friday's practice on the grounds of the players' hotel at the Ko Olina Resort, Revis played the left side while Bailey was on the right.
Revis said there are some similarities between the 24s.
"All of us are great at we do and that's play great football," he said.
While some are selective about their numbers, Owens was willing to take whatever he could get after playing his collegiate ball as No. 33 at Maine.
"I noticed all the 24s out here, but for me, it wasn't even the number I selected at Jacksonville. It was given to me," he said. "I was a guy who came out undrafted and so when you come out undrafted, you better take any number they give you."
For the NFC, there's only a pair of 24s ? Arizona Cardinals safety Adrian Wilson and Seattle Seahawks running back Marshawn Lynch. But there are four 21s.
Cardinals rookie cornerback Patrick Peterson wore No. 7 at LSU, changed to the standard double-digit NFL number after being selected fifth overall in the 2011 draft.
"It (21) is definitely the hottest number out there and a lot of guys are representing it well," Peterson said. "I obviously wanted to follow that trend as well."
But it came at a cost, which Peterson wouldn't disclose. He purchased the number because another Cardinal already had it.
Safety Hamza Abdullah wore No. 21 before Peterson. Abdullah is now 23, but apparently still has his old number in his heart. He still tweets from (at)HamzaAbdullah21.
Green Bay Packers cornerback Charles Woodson is among the four 21s for the NFC.
"But there's an elder statesman 21 and that would be me," he said.
Woodson wanted to be 21 back when he first joined the Raiders, but that number was taken by Eric Allen. So he picked 24, which became one of the more popular Raiders jerseys. But he nabbed No. 21 when he joined the Packers.
"I was leaving Oakland behind and moving on to another chapter of my life so I wanted to change it and 21 was there, so I took it," he said. "(In the end), it's all about the names on the jersey. That's what counts."

Test Might Predict Risk of Lung Cancer's Return (HealthDay)
THURSDAY, Jan. 26 (HealthDay News) -- A new industry-funded study suggests that a molecular test can provide insight into whether patients are at high risk of a relapse after surgical treatment for a form of lung cancer.
The test, which is currently available, could help doctors decide whether the patients should undergo chemotherapy to prevent the cancer from returning.
There are caveats: The test is expensive, and researchers don't yet know whether patients determined to be at high risk will live longer if they undergo chemotherapy.
Still, "this may be one of the very first examples of where we understood enough about the molecular biology of a cancer to truly personalize the treatment of patients and actually improve the cure rate for that cancer," said study co-author Dr. Michael Mann, an associate professor of surgery at the University of California, San Francisco.
At issue is non-small-cell lung cancer, by far the most common kind of lung cancer. Even if tumors are diagnosed early and removed, the cancer will spread and kill 35 percent to 50 percent of patients.
In these cases, "even when the tumor is small and they got it all, microscopic disease has spread around the body," said Dr. John Minna, co-author of a commentary accompanying the study. He is a cancer researcher and professor of medicine at the University of Texas Southwestern Medical Center in Dallas.
Scientists are trying to find a way to predict what will happen to patients after surgery so they can figure out if chemotherapy treatment is a good idea.
In the new study, researchers gave the molecular test to 433 lung cancer patients in California and 1,006 patients in China. The researchers found that the test helped them to predict the likelihood that patients would survive for five years.
Conceivably, physicians could adjust the treatment of patients after surgery to coincide with the risk of a recurrence of their cancer. For now, though, that's not proven. The research "doesn't tell you that if you had a bad prognosis and you were treated with chemotherapy, then you'd do better," Minna said.
Still, information about the risks faced by a patient could help doctors make choices about treatments, said Minna, who called the test "promising."
Study co-author Mann agreed: "There may be an important conversation that you can have with your oncologist about potential benefit from additional therapy to reduce the likelihood of the cancer coming back."
Mann said the test -- which is currently available -- could cost several thousand dollars. Minna, the commentary co-author, said any cost over a few hundred dollars could be an issue for insurors.
The research was funded by the firm that developed the molecular test, and several of the study authors serve as consultants to the firm.
The study appears in the Jan. 27 online issue of The Lancet.

ROMULUS, Mich. (AP) ? President Barack Obama wants to shift some federal dollars away from colleges and universities that aren't controlling tuition costs to those that are. He's also proposing competitions among higher education institutions to encourage them to run more efficiently.
Obama will spell out his plans Friday during a speech at the University of Michigan in Ann Arbor focused on college affordability.
On Tuesday during his State of the Union address, Obama put colleges and universities on notice to control soaring tuition costs or face losing federal dollars.
The money Obama is targeting is what's known as "campus based" aid given to colleges to distribute in areas such as Perkins loans or in work study programs. Of the $142 billion in federal grants and loans distributed in the last school year, about $3 billion went to these programs.

PARK CITY, Utah ? Paul Simon recalls his return to South Africa like a family reunion ? musical brothers getting back together after decades apart.
The trip last summer to commemorate the 25th anniversary of his "Graceland" album was a far more joyous occasion than some of his earlier travels on behalf of the record.
The Sundance Film Festival documentary "Under African Skies" chronicles the creation of "Graceland," its overnight success and the furor it caused as critics accused Simon of impeding progress to abolish South Africa's system of racial segregation known as apartheid.
Simon said he was surprised by protests that sprang up on his "Graceland" tour in the 1980s. But looking back, he said the album and tour with South African musicians raised awareness that helped end apartheid in the 1990s.
"Once I saw it had an immediate acceptance and that people loved it and had great affection for the music, I thought that the tour and the album were going to be a very effective way of showing just how evil apartheid was," Simon said in an interview alongside "Under African Skies" director Joe Berlinger.
The film shows Simon's South African musical colleagues enjoying their first taste of success outside their oppressed nation on the "Graceland" tour. But critics charged that the tour violated a United Nations cultural ban meant to pressure South Africa's white minority into doing away with government policies of segregation against blacks.
There were protests and even bomb threats, resulting in tight security as the tour progressed around the world.
Even today, there is lingering bitterness against Simon. "Under African Skies" includes a sometimes-uneasy exchange last summer between him and Dali Tambo, the son of African National Congress leader Oliver Tambo and the founder of Artists Against Apartheid. Dali Tambo had remained a harsh critic of Simon.
The joint interview arranged by filmmaker Berlinger helped clear the air between Simon and Tambo, who ended their meeting with a warm hug on camera.
That meeting was part of Berlinger's aim to examine both the musical origins of "Graceland" but also its unpleasant political fallout.
"I made it clear I didn't want a puff piece, a Paul Simon puff piece, and he didn't want a Paul Simon puff piece," Berlinger said. "We established that we're going to do an honest exploration of these issues and also go deeply into how this music was made, which, to me, is actually the more interesting part of the film.
"The political story is relevant and has resonance in today's world as well, but how this album was made, the dissection of that music and that achievement to me was as interesting, or more so, than the political story."
The film traces the creation of the album, from early recording sessions Simon did in South Africa to capture the raw material for many of the songs, to a London studio session with vocal group Ladysmith Black Mambazo, to an early performance on "Saturday Night Live" that enchanted the audience months before "Graceland" was released.
"Under African Skies" also follows Simon on his return to South Africa last summer, when he and musicians from the album reunited for a performance.
Simon had a gracious welcome there, reminiscent of a trip back to South Africa he took a few years after the "Graceland" tour, when apartheid had ended and South Africa's new president, Nelson Mandela, invited him to come and perform.
Mandela's invitation amounted to the "official announcement that was nothing about `Graceland' that the ANC saw as harming the cause. In fact, the opposite," Simon said. "We all felt particularly honored to even meet Nelson Mandela. I think of him as one of the great, great leaders of the 20th century. One of the great teachers. To be in his presence actually was extraordinary. We felt great about it."

New LA film festival director named (Reuters)
LOS ANGELES (TheWrap) ? Stephanie Allain, a producer and former president of Jim Henson Pictures, is the new director of the Los Angeles Film Festival, the festival said Wednesday.
She begins immediately and succeeds Rebecca Yeldham, who stepped down.
She has been a member of the board of directors of Film Independent, which produces the film festival and the spirit awards, since 2007.

Sumatran elephants could be extinct in 30 years (AP)
JAKARTA, Indonesia ? Environmentalists say the Sumatran elephant could be extinct in the wild within the next three decades unless steps are taken to slow the breakneck pace of deforestation.
The International Union for Conservation of Nature recently listed the animals as "critically endangered," after their numbers dropped to between 2,400 and 2,800 from an estimated 5,000 in 1985.
The decline is largely because of destruction of their habitat, with forests all across the Indonesian island of Sumatra clear-cut for timber, palm oil or agricultural plantations.
Carlos Drews of the environmental group WWF says if urgent action is not taken to reverse this trend, "these magnificent animals are likely to go extinct" in less than 30 years.

New Genetic Clues to Breast Cancer? (HealthDay)
SUNDAY, Jan. 22 (HealthDay News) -- Researchers have identified three new genomic regions they believe are linked with breast cancer that may help explain why some women develop the disease.
All three newly identified areas "contain interesting genes that open up new avenues for biological and clinical research," said researcher Douglas Easton, a professor of genetic epidemiology at the University of Cambridge in England.
Breast cancer is the most common cancer among women, with about 1 million new cases annually worldwide and more than 400,000 deaths a year.
Scientists conducting genome-wide association studies -- research that looks at the association between genetic factors and disease to pinpoint possible causes -- had already identified 22 breast cancer susceptibility loci. Locus is the physical location of a gene or DNA sequence on a chromosome.
"The three [newly identified] loci take the number of common susceptibility loci from 22 to 25," said Easton.
However, the three new susceptibility loci might explain only about 0.7 percent of the familial risks of breast cancer, bringing the total contribution to about 9 percent, the researchers said.
Michael Melner, scientific program director for the American Cancer Society, said this current research adds some important new clues to existing evidence, but he agreed that the number of cases likely associated with these three variants is probably low.
"So the total impact in terms of patients would be fairly small," Melner said.
The study is published online Jan. 22 in Nature Genetics.
To find the new clues, Easton's team worked with genetic information on about 57,000 breast cancer patients and 58,000 healthy women obtained from two genome-wide association studies.
The investigators zeroed in on 72 different single nucleotide polymorphisms (SNPs). A SNP -- pronounced "snip" -- is a change in which a single base in the DNA differs from the usual base. The human genome has millions of SNPs, some linked with disease, while others are normal variations.
The researchers focused on three SNPs -- on chromosomes 12p11, 12q24 and 21q21.
Easton's team found that the variant on the 12p11 chromosome is linked with both estrogen receptor-positive breast cancer (which needs estrogen to grow) and estrogen receptor-negative breast cancer. The other two variants are only linked with ER-positive cancers, they said.
One of the newly identified variants is in an area with a gene that has a role in the development of mammary glands and bones. Easton said it was already known that mammary gland development in puberty is an important period in terms of determining later cancer risk. "But these are the first susceptibility genes to be shown to be involved in this process," he said.
One of the other SNPs is in an area that can affect estrogen receptor signaling, the researchers found.
Melner, noting some of the research is "fine tuning" of other work, said in his view the new understanding of the signaling pathways and their genetic links is the most important finding.
"When you delineate a pathway, you bring up new potential targets for therapy," he said. "The more targets you have, you open up the potential for having multiple drugs and attacking a cancer more easily, without it becoming more resistant."
Overall, Melner added, the results underscore the complexity of the different mechanisms involved in breast cancer development.

Tech stocks boost the market
Strong earnings reports from IBM and Microsoft drove the Dow Jones industrial average higher Friday. The Dow rose 96 points to close at 12720.
IBM and Microsoft drove the Dow Jones industrial average higher Friday after the tech giants reported stronger earnings than analysts expected.
Skip to next paragraphMicrosoft said sales of Xbox games and Office software helped push revenue up in the last quarter of 2011. IBM credited better sales of software and services and raised its earnings outlook for the year. Microsoft rose 6 percent and IBM rose 4 percent.
The Dow rose 96.50 points to close at 12,720.48. That's a gain of 0.8 percent. Without the huge gains in IBM and Microsoft, the Dow would have risen just 24 points.
The S&P 500 index inched up 0.88 to 1,315.38. Both the Dow and S&P ended the week with gains of more than 2 percent.
Plenty of things are going right, said Frank Fantozzi, CEO of Planned Financial Services, an independent wealth manager in Cleveland. Applications for unemployment benefits dropped last week to the lowest level in nearly four years. Housing sales are steadily rising. And most companies are reporting better profits.
"Overall, we're moving in the right direction and it's bolstered the market," Fantozzi said. "The S&P getting over 1,300 this week is a nice sign."
Google lost 8.4 percent after its earnings per share fell a dollar short of analysts' estimates. The misfire stemmed from an 8 percent drop in prices that the Internet search giant charges advertisers for each click.
Google's drop tugged the Nasdaq composite index lower. It fell 1.63 points to 2,786.70.
Even though high-profile companies such as Google and JPMorgan Chase have posted disappointing earnings results in the past week, the trend is moving in the opposite direction. Of the 60 companies in the S&P index that have reported earnings so far, 62 percent have beaten estimates, according to John Butters, senior earnings analyst at FactSet Research.
In another sign that traders were becoming more willing to take on risk, the yield on the 10-year Treasury note crossed above 2 percent for the first time in two weeks. The yield, a widely used benchmark for corporate and consumer borrowing, had inched lower since early December as traders parked money in the safest of assets.
The National Association of Realtors said that home sales rose 5 percent in December, the third straight monthly increase.
Among other companies in the news:
? Capital One Financial lost 5.6 percent. The bank and credit-card company's earnings sank 41 percent as expenses for marketing, salaries and legal fees jumped compared with the year before.
? Schlumberger rose 1.3 percent. The oil-field services company's quarterly profit surged 36 percent, helped by exploration work in the Middle East and Africa. The company also raised its quarterly dividend to 27.5 cents.
- Intel rose 2.9 percent. The world's largest chip maker reported stronger profits after the market closed Thursday. Intel's results got a boost from sales to China and other developing countries, where many people are buying PCs for the first time.
Stocks have been on a slow and steady climb to start 2012. The S&P 500 has closed higher on 11 of 13 days and is now up 4.6 percent for the year.

Getty ImagesOn Friday morning, seemingly out of the blue, the NFL announced that the Rams will play a home game in each of the next three seasons in London.
It wasn?t a surprise only for the fans in St. Louis.? In an appearance on The Dan Patrick Show coming less than an hour after word of the three-year deal broke, new coach Jeff Fisher said he found out about the potential move the prior day.
?I had discussions with [COO] Kevin Demoff late yesterday,? Fisher said, in response to the question of when he first learned about the arrangement.? ?[Demoff] said it might be a possibility.? I guess they firmed things up in the last 24 hours.?
The development has ruffled feathers in St. Louis, for multiple reasons.? First, the team has given up what would have been one of the more compelling contests on the 2012 slate of home games.? Second, the city will lose one of the 10 annual occasions (preseason and regular season) on which revenue spikes for hotels, restaurants, bars, and related game-day/game-weekend services.? Third, and perhaps most importantly, the three-year deal coincides with the three remaining years before the team can abandon its current lease, if the Edward Jones Dome isn?t among the top 25 percent of all NFL stadiums.
To his credit, Kevin Demoff applied a thick layer of skin and absorbed the slings and arrows from the St. Louis fan base in a chat that was conducted Friday afternoon by the team?s official website.? And Demoff wasn?t bashful about responding to aggressive fans.? Here?s the verbatim content of one of the first questions posted, even though it was more of a statement:? ?Tired of the constant F-you?s by your organization. You guys have successfully alienated your entire fanbase over and over again. You guys are the laughingstock of the league, congrats.?
Conceding in his first response that the Rams knew the announcement would trigger a ?mixed bag? of responses, Demoff subsequently summarized the benefits of the move:? ?1. The league is placing its faith in the St. Louis Rams and now has a vested interest in our success. That means potentially a better schedule, a possible primetime game, things like that. 2. This is a unique opportunity to showcase St. Louis globally and especially in the UK. For multinational businesses like AB, Monsanto, Enterprise, Emerson, Purina, etc, this provides a platform that combines their local roots with international reach. 3. The bigger we can make our brand nationally and globally, the bigger it makes our ?effective market size?.? If you look at Buffalo playing yearly in Toronto, they are applying the same concept to grow their fan base while still being a regional and local team.?
The second point makes plenty of sense.? The third point becomes relevant only if folks from St. Louis will be traveling to the London games, and vice-versa.? As to the first point, the notion that the Rams would get a ?better schedule? has, in our view, no link to the willingness to play a home game each year in London.? The league doesn?t select prime-time games based on the potential ratings boost in other countries; the games are picked based on how the league believes those games will perform in the U.S.? For American viewers, the fact that the Rams will play seven games domestically and one internationally in each of the next three years simply doesn?t matter.? Moreover, the actual slate of games is based on a formula tied to whether the team finishes in first, second, third, or fourth place in its division; where those gave have been or will be played simply doesn?t matter when determining the opponents.
Demoff provided a somewhat more persuasive answer as to the possible on-field edge to be derived from three years of playing in London:? ?We actually hope that we can gain a competitive advantage by playing abroad and knowing exactly how to adapt to the conditions versus a team traveling to the UK for the first time.? Additionally, with Arsenal?s facilities, we should have the opportunity to have a normal practice schedule in the UK should we want it.? Finally this will allow us to have a bye in early November for the next few years which is highly important to the overall health of our team down the stretch.? And let?s face it, we haven?t played any better at home the past few years than on the road.?
That said, there are a few flaws in the logic.? The Patriots played a London game in 2009; thus, the organization and plenty of players will have an edge over the Rams in the 2012 game.? The fact that Stan Kroenke owns Arsenal would make it far cheaper to have a ?normal practice schedule? in London; any NFL team that goes to London could have a ?normal practice schedule? if it so chooses, as the Bucs did in 2011.? Also, any potential free agents with relatively equal offers from the Rams and another team may choose the other team in order to avoid having to go to London during the season for each of the next three years.? This could make it more expensive to sign free agents.
Demoff provided some insights into the manner in which the deal came together, which could make Fisher wonder why he wasn?t told about the possibility of playing games in London before Thursday.? ?[T]he league approved an initiative in October allowing teams to apply to play for up to five years,? Demoff said.? ?The majority of teams applied for three years because that was enough time for the league to consider the request but also not committing for the long term.? There is some connection to the lease timing, but that wasn?t the driving force in the years.? The driving force was our desire to partner with the league in putting on these games and knowing we had to show a commitment to the league.? On the flipside, people want to say that once the games expire we can leave, but what if we also look at it as once the improvements take place we want to return back to a refurbished building for good??
That?s a potent paragraph.? Demoff admits ?some connection? to an arrangement to play in London through 2014 and a St. Louis lease that can be escaped after 2014.? The last sentence strongly implies dissatisfaction with the current building in St. Louis, along with an expression of hope that, after 2014, the stadium would be properly ?refurbished.?
Thus, it?s fair to characterize this move by the Rams as a deliberate, calculated, and shrewd business decision.? Though Demoff?s contention that playing three games in London creates a ?chance to become the next Dallas Cowboys or Pittsburgh Steelers? represents the kind of stretch that could shatter a rubber band, the decision to take away one home game per year forces the powers-that-be in St. Louis to make the commitment sooner rather than later to properly upgrade the stadium ? or confront the possibility that the team will leave.
Making the tactic even more brilliant from a business perspective is the fact that the Rams, and in turn the NFL, will now be able to pit Los Angeles against London in the hopes of getting the best possible deal for the relocation of the Rams, if it comes to that.
Still, our friends in St. Louis shouldn?t abandon hope, yet.? The team?s tactic will bring the situation to a head.? And if the outcome becomes that the Rams will be moving out in three years, the folks in the Show Me State can hope that the Jaguars will be able to show three straight years of financial losses in Jacksonville, which would allow new owner Shad Khan to break the lease at Everbank Field and move the team to St. Louis.

GE 4Q profit falls, sales miss estimates (AP)
NEW YORK ? General Electric Co. said Friday its fourth-quarter earnings fell 18 percent as revenue declined after it sold its stake in the NBC network.
Revenue of nearly $38 billion was lower than what Wall Street was banking on. Shares fell more than 2 percent in trading before the opening bell.
The Fairfield, Conn., industrial conglomerate, which makes everything from jet engines to light bulbs, earned $3.73 billion, or 35 cents per share, compared with $4.54 billion, or 42 cents per share a year earlier.
Revenue fell 8 percent to $37.97 billion. The decline was largely due to the company's sale of its majority stake in NBC Universal to Comcast last year. But GE also said it also saw slower growth in Europe, and its ongoing effort to make its GE Capital financing arm more efficient reduced revenue at the unit by 9 percent. GE Capital is the company's second-largest segment.
Excluding discontinued businesses and certain pension costs, earnings were 39 cents a share. That topped analysts' forecast of 38 cents, based on a FactSet survey. But revenue fell below Wall Street's $40.05 billion estimate.
GE said infrastructure orders rose 15 percent in the quarter, leaving it with its biggest-ever order backlog of $200 billion.
For all of 2011, the company earned $14.15 billion, or $1.23 per share, up 22 percent compared with $11.64 billion, or $1.06 per share, in 2010.
It expects to post double-digit earnings growth this year over last in its industrial and capital segments, but it still expects to see continued economic volatility.

Romney tries to change the subject from his taxes (AP)
GILBERT, S.C. ? Working to fend off a surging Newt Gingrich in what's become an unexpectedly tight race, presidential candidate Mitt Romney on Friday tried to change the subject from his unreleased tax returns to the ethics investigation Gingrich faced 15 years ago.
Romney's campaign appeared visibly rattled the day before the South Carolina primary, his standing in polls having tumbled after a week of constant attack ads and self-made problems. The former Massachusetts governor faced a potentially difficult day Saturday, and senior aides acknowledged they wouldn't be surprised if he lost the primary.
Romney came to South Carolina after twin victories in Iowa and New Hampshire, only to see his Iowa victory thrown into question because of problems with the count. He's spent a week trying to answer questions about his personal wealth and when he will release his tax returns.
Gingrich's House reprimand in 1997 presented an opportunity to talk about something else. When asked if Gingrich should release the Ethics Committee report that resulted in the first such action against a House speaker, Romney replied, "Of course he should."
"Nancy Pelosi has the full record of that ethics investigation," he said. "You know it's going to get out ahead of the general election."
In fact, the 1,280-page committee report on Gingrich is already public. Campaign officials said Romney was referring to other documents that Gingrich has referenced and that Pelosi has also mentioned.
"Given Speaker Gingrich's newfound interest in disclosure and transparency, and his concern about an `October surprise,' he should authorize the release of the complete record of the ethics proceedings against him," Romney spokeswoman Gail Gitcho said.
Romney's campaign is calling South Carolina voters with a recording attacking Gingrich's ethics record and calling on him to release any documents related to the inquiry.
In December, Pelosi told Talking Points Memo that she had served on the committee that conducted the investigation and implied that more information about the investigation could come to light. At the time Gingrich said the House should retaliate against Pelosi if she released any additional information.
"We turned over 1 million pages of material," Gingrich said then. "We had a huge report."
Gingrich's campaign said Romney's criticism represented a "panic attack" on the part of his campaign.
Romney on Friday said again that he wouldn't release his tax returns until April, which would probably be after Republicans choose their nominee.
"I realize that I had a lot of ground to make up and Speaker Gingrich is from a neighboring state, well-known, popular in the state," Romney said as he campaigned in Gilbert. "Frankly, to be in a neck-and-neck race at this last moment is kind of exciting."
Romney's campaign has rolled out endorsement after endorsement this week as he has tried to build a case that he is the most electable nominee. Ohio Sen. Rob Portman joined him on Thursday and Virginia Gov. Bob McDonnell campaigned with him Friday.
McDonnell said Friday he had been in touch with Romney's campaign for several weeks as they discussed the timing for the endorsement ? and decided it was most needed now, even as Romney looks ahead to a long campaign.
"It's the first Southern primary. I'm a Southern governor. I thought I could help," McDonnell said.
But the campaign's attack message has jumped from rival to rival and topic to topic as Romney's fought to stay afloat here.
At the beginning of the week, Romney was attacking rival Rick Santorum over voting rights for felons. Then he went after Gingrich's claims that he created jobs under President Ronald Reagan, saying Gingrich was living in "fantasyland." Meanwhile, his surrogates held a series of conference calls attacking his rivals, first calling Gingrich an unreliable leader and then pivoting to attack his ethics record.
In Thursday night's GOP debate, Romney continued his string of off-message remarks about his wealth, saying he has lived "in the real streets of America." A multimillionaire, he has three homes, one each in Massachusetts, California and New Hampshire.
Romney held three campaign events Friday in his last-ditch push to stem Gingrich's momentum. After stopping in Gilbert, he held a rally in North Charleston and flew to Greenville in the conservative upstate for a nighttime rally and a stop at his campaign headquarters before an evening event in Columbia, the state capital.
On a plane between events Friday night, Romney was outwardly cheerful in spite of a difficult day ahead, gamely bantering with reporters as he served pastries from Panera Bread.
"Pain au chocolat, smart move!" he said to one, proferring the box and a pair of tongs to take the desserts.
As he moved farther back into the plane, though, he dispensed with the tongs.
"Just use your fingers," he said. "To heck with it!"

With the South Carolina primary just days away, front-running Republican presidential nominee Mitt Romney is suddenly looking for his second win in a row rather than a record third. Though the former Massachusetts governor appeared to eke out a slim eight-point win at the Iowa caucus on January 3, the Des Moines Register reported that the final count of the vote puts former Pennsylvania Senator Rick Santorum ahead by 34 votes.
After a long night of vote counting and nail-biting, Romney appeared to post the slimmest-ever margin of victory in Iowa, but the Register revealed that missing data from eight precincts may never be certified or recovered. GOP officials discovered inaccuracies in 131 precincts, not all of which affected the final vote.
In the end, though, the certified number points to an asterisks-bearing win for Santorum, who won 29,839 votes to Romney's 29,805. In essence, state GOP officials said, the Iowa results come down to a "split decision."
"The results from Iowa caucus night revealed a virtual tie," Romney said after the news broke. "I would like to thank the Iowa Republican Party for their careful attention to the caucus process, and we once again recognize Rick Santorum for his strong performance in the state. ... The Iowa caucuses, with record turnout, were a great start to defeating President Obama in Iowa and elsewhere in the general election."
Iowa was close, but Romney put up a decisive victory in New Hampshire, getting 36 percent of the vote while Santorum wound up in fifth place with around 10 percent.
Though the belated Iowa victory doesn't have the same kick it might have for Santorum had he sealed the deal on the night of the caucus, it does deprive Romney of bragging rights over two victories in a row and could sway primary voters in South Carolina (on Saturday) and Florida (on January 31). Santorum and former House Speaker Newt Gingrich have been battling it out to capture the crucial Evangelical Christian vote in those two states and the after-the-fact win may give Santorum an advantage.
Another possible edge could come from CNN's report Thursday morning (January 19) that Texas governor Rick Perry is slated to suspend his campaign. Perry was touted as a strong contender for the GOP nomination when he entered the race last year, but a series of disastrous debate performances prevented him from climbing out of the single digits in polls.
